Five generals at once, who headed the regional divisions of the Investigative Committee of Russia (TFR), today lost their posts. The corresponding decree was signed by the head of state Vladimir Putin. In total, since 2007, when the Investigative Committee was formed (on the basis of the Investigative Committee under the Prosecutor's Office; transformed into the TFR in its current form in 2011), more than 70 TFR generals have been dismissed.

By the decree of Vladimir Putin, the heads of the Investigative Committee of the TFR for the Sverdlovsk, Belgorod, Penza, Pskov regions, as well as the Krasnoyarsk Territory - Valery Zadorin, Alexander Sergeev, Oleg Troshin, Oleg Tushmalov and Igor Napalkov, were dismissed. Most of the generals have worked in the department almost since its inception. At the same time, none of them has yet reached the age limit (65 years) for service in the TFR. Nevertheless, almost all of them themselves submitted their resignations. Note that the subordinates of the regional generals participated in many high-profile investigations. However, according to Kommersant's sources, along with a good track record, many dismissed leaders have recently had questions.

Most of them have accumulated for the 49-year-old Lieutenant General of Justice Igor Napalkov, head of the Krasnoyarsk department of the TFR since November 2010. So, at the end of last year, a criminal case was initiated against the head of the logistics department of the Krasnoyarsk department of the TFR, Colonel of Justice Roman Tchaikovsky, on large-scale embezzlement of budget funds in the performance of government contracts (now the supplier is under house arrest). The case is being investigated by the 5th Directorate of the Main Investigative Directorate based in Novosibirsk and is under the control of the Siberian Directorate of the Prosecutor General's Office of Russia. In a high-profile case, Lieutenant General of Justice Napalkov was interrogated as a witness. Sources familiar with the situation say that after the interrogation, Mr. Napalkov immediately flew to Moscow to the central office of the TFR, where he submitted a resignation letter, which remained without movement for several months.

The official version of the dismissal of another lieutenant general, head of the investigation department of the TFR in the Sverdlovsk region, 56-year-old Valeria Zadorina- retirement. He has headed the regional department since October 2010. Under his leadership, such high-profile cases as an armed attack on the village of Sagra were investigated. In addition, he initiated the issue of depriving State Duma deputy from the Liberal Democratic Party Vladimir Taskaev of immunity, who appeared in a criminal case on illegal hunting of roe deer in the Bogdanovichsky nature reserve. However, in July 2017, by order of the head of the ICR, Alexander Bastrykin, Valery Zadorin was temporarily removed from his post for an internal audit due to red tape during the investigation of a criminal case on non-payment of wages to employees of CJSC Nizhny Tagil Plant of Thermal Insulation Products. This criminal case received a wide response after the visit of Russian President Vladimir Putin to Yekaterinburg. At a meeting with Governor Yevgeny Kuyvashev, he said that he would ask the Prosecutor General's Office to deal with the situation at the plant, whose director told the workers that they would not receive their wages until the president addressed him personally. Even then it was assumed that Valery Zadorin might not return to the leadership of the department. However, this did not happen, and in August he resumed his duties without receiving any penalties.

Talk about the resignation of the head of the Investigative Committee of the ICR for the Penza Region, Lieutenant General of Justice, 55-year-old Oleg Troshin appeared a year ago. He himself initiated them, stating in particular that he intended to leave the service in the investigating authorities after the expiration of his term of office, which was supposed to end in May of this year. In February, Mr. Troshin claimed that he had already sent a corresponding request to the central office of the TFR. On the website of the Penza Investigative Committee of the ICR, General Troshin's appeal to his colleagues was published, in which he announces that he has decided to leave the service due to the expiration of the term of office established by law. At the end of January 2018, Oleg Troshin went on vacation, from which he never returned. In Penza itself, the general's resignation is associated with the scandalous case of the Yugo-Zapadny car dealership and its owner, Mikhail Glebov. While the police were investigating the case, the latter was accused of stealing the money of car owners who handed over their cars to the salon for sale. After the case was taken over by the local ICR and the investigation was completed, Mr. Glebov no longer appeared in it as an accused.

Dismissal of the 55-year-old Major General Oleg Tushmalov, who headed the Investigative Committee of the ICR in the Pskov region, may be connected with the sluggish current investigation of the state of emergency in the village of Strugi Krasnye. In November 2016, a 15-year-old boy and girl shot a police car with a firearm. Soldiers of the National Guard who stormed the house with schoolchildren found two corpses there. According to investigators, the guy first shot his girlfriend, and then committed suicide. We also note that the appointment in 2014 of General Tushmalov to a new position in Pskov can be regarded as a demotion, since before that he headed the Moscow Interregional Investigation Department for Transport of the TFR.

The least information about the former head of the Investigative Committee of the TFR in the Belgorod region Alexandra Sergeev. The agency's website does not even list his date of birth. It is known that since 1983 he spent his entire career in the prosecutor's office of the Belgorod region, and then in the TFR. The most resonant case investigated by the department under his leadership was the mass murder committed by a local resident Sergei Pomazun on April 22, 2013. Then he shot six people with carbines, including two schoolgirls. The perpetrator was detained almost by accident only in the evening of the next day. In August 2013, Pomazun received a life sentence and is serving it in the special regime colony "Polar Owl" (YNAO). The most high-profile case, which is being processed by the Belgorod department of the TFR, is the contract killing of a businessman and a native of the FSB, Konstantin Vasiliev, committed in March of this year. According to Kommersant's information, at the end of March, local security forces made an attempt to detain the alleged customer and perpetrator of this crime, but the killer was able to escape, and they failed to get a confession from the possible customer.

Simultaneously with the layoffs in the TFR, there were several notable appointments. So, Colonel Marina Molodtsova, who investigated the murder of the royal family and was part of the group investigating the murder of Boris Nemtsov, became a senior investigator for especially important cases under the chairman of the ICR, Alexander Bastrykin. Investigator Uladi Uladiev and his colleague Alexander Lavrov received a similar appointment. The first is known for investigating the circumstances of the tragedy in June 2016 at Syamozero in Karelia, when 14 children died, as well as the high-profile case of nationalist Maxim Martsinkevich (Tesak), who received ten years in prison last year. Mr. Lavrov handled the embezzlement case at the Seventh Studio directed by Kirill Serebrennikov. In addition, by the same presidential decree, he got rid of the prefix “and. about." well-known investigator Sigmund Logis, who now fully headed the main department of criminology of the TFR.

An eyewitness sent pictures to the editors of the site, in which a man who looks like the former head of the Investigative Committee for the region, Igor Napalkov, inspects the Mercedes S-class in the cabin. One of the clients recognized the infamous lieutenant general in the man with the purse.

The Mercedes S-class car, which Igor Napalkov liked, costs from 5 million rubles. Whether the former head of the UK bought a car is not known. The pictures were taken the day before in the salon of an official Mercedes dealer in Krasnoyarsk.

In order to save up for an S-class Mercedes, Lieutenant General Napalkov would need to save less than a year- the salary of the head of the department is high. Judging by the declaration, he earned more than 7 million rubles a year. Napalkov is a fan of the Mercedes brand. He already owns a Mercedes-Benz 400 E-class worth about 4 million rubles.

Recall that by presidential decree, Napalkov and 11 generals from the Ministry of Internal Affairs and the TFR throughout the country were removed from their posts on April 6, the Day of Investigative Bodies. There is no official reason for this decision.

According to Kompromat Group, there were several reasons for the resignation. The media write that Napalkov was “removed” for refusing to initiate a criminal case under the article “Negligence” against a teacher who, in 2016, did not watch over a schoolgirl at the “Pillars” and a 16-year-old girl crashed. The mother of the deceased complained to the chairman of the TFR, Alexander Bastrykin. Napalkov was removed from his post for the duration of the inspection, received a "final warning" from Moscow, but was returned to service.

Compromising Group claims that Napalkov had previously been in bad standing in Moscow. His personnel policy led to the fact that experienced investigators left the department, and young employees did not stay there either.

In addition, the reason for Napalkov's resignation could be ineffective investigations into criminal cases of bribery against high-ranking Krasnoyarsk police officers: cases of the deputy head of the department economic security and combating corruption Andrei Abakovsky, Deputy Head of the Regional Police Colonel Eduard Khavabu, Deputy Head of the Regional Main Directorate of the Ministry of Internal Affairs Major General Alexander Kuznetsov and the head of the Logistics Organization Department of the Main Directorate of the Ministry of Internal Affairs Colonel Andrei Petruchenya, who has already retired.

In addition, the reason for the resignation of the head of the Investigative Committee of the Krasnoyarsk Territory, Igor Napalkov, could be embezzlement in his department. In November, searches were carried out in the Krasnoyarsk Investigative Committee itself. As a result of an audit initiated by the ICR, a criminal case was initiated against the former head of the logistics department of the Krasnoyarsk department of the ICR, Colonel of Justice Roman Chaikovsky and several current employees of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory. They were charged with large-scale embezzlement of budgetary funds in the performance of government contracts. According to sources from Kompromat Group, the leadership of the Krasnoyarsk Investigative Committee was suspected of embezzling funds allocated to employees of the Main Investigative Directorate of the RF Investigative Committee for the Krasnoyarsk Territory as material assistance. Employees were transferred financial assistance for salary bank cards, they cashed it out, and then returned all the money to the management.

It has already become a tradition in Russia to dismiss high-ranking security officials without explaining the reasons. It was not violated on April 6, when Vladimir Putin dismissed 11 generals from the Ministry of Internal Affairs and the TFR. One of them was the head of the Main Investigative Directorate of the TFR for the Krasnoyarsk Territory, Lieutenant General Igor Napalkov. The lack of official explanation gave rise to many rumors about the reasons for the resignation. Even the local security forces have not yet come to a consensus, for which they removed the head of the regional Sledkom from his post. For the ineffective investigation of criminal cases against the corrupt elite of the Krasnoyarsk police? Or for organizing large-scale embezzlement in his own department? On April 6, Vladimir Putin dismissed 11 heads of various law enforcement agencies. The decree on the dismissal of generals from the Ministry of Internal Affairs and the UK was on the official portal of legal information. Among others, the head of the Main Investigative Committee of the ICR for the Krasnoyarsk Territory, Lieutenant General of Justice Igor Napalkov, was relieved of his post. Ironically, the resignation of the head of the investigative department of the region coincided with a professional holiday - the Day of employees of the investigative bodies.
Nobody officially commented on the reasons for Napalkov's dismissal. Therefore, many versions appeared, for which the president presented the general with such a “gift”. Most of the media that the cause should be sought in the events that took place almost two years ago. In 2016, a 16-year-old girl fell off a cliff and died during an organized school trip to the Stolby nature reserve. The children were accompanied by a teacher, but a criminal case under the article “Negligence” was not initiated against her. A year later, in 2017, the mother of the deceased girl managed to get a personal appointment with the chairman of the TFR, Alexander Bastrykin. The woman complained about the inaction of local investigators and the entire leadership of the Krasnoyarsk Investigative Committee. Bastrykin promised to take the matter under his personal control. Soon a commission from the federal department arrived in Krasnoyarsk. In September last year, Napalkov was removed from his post for the duration of the audit - for 2 months. His duties were temporarily performed by the deputy - Colonel Alexander Rasstrygin, who is now acting. head of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory. Perhaps this time the colonel will be able to get rid of the prefix "acting", but last time he did not succeed: two months later, Napalkov was again appointed head of the Krasnoyarsk Investigative Committee. According to, in Moscow, the lieutenant general was given a "final warning." But Napalkov failed to resolve the situation as soon as possible and demonstrate success, for which he lost his chair. Reference:

Lieutenant General of Justice Igor Napalkov was born in 1969 in the Volgograd region, where he began his career as an assistant prosecutor. For 20 years of service, he became the first deputy prosecutor of the Republic of Kalmykia, and then the head of the Investigative Committee of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Republic of Kalmykia. In November 2010, he was appointed head of the investigative department of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Krasnoyarsk Territory. Since January 2011 became and. about. head of the Main Investigative Committee of the ICR for the Krasnoyarsk Territory, on May 23 of the same year - the head of the investigative department. Awarded with personalized weapons and badges “For Impeccable Service”, “For Loyalty to Law” 2nd Class, “For Impeccable Service 1st Class”, “For Loyalty to Duty”, “Honorary Worker of the Prosecutor’s Office of the Russian Federation”, “Honorary Officer of the Investigative Committee of the Russian Federation.

However, in informed circles, neither the resignation nor the temporary removal of Napalkov from office was ever associated with the complaint of the mother of the deceased girl. The security forces consider the version put forward by the media to be naive. Appeal to Bastrykin could only become a catalyst, but not the cause of Moscow's discontent. According to sources in the Krasnoyarsk law enforcement agencies, “no one will remove or dismiss leaders of this level because of a refusal to initiate a case.” The thing is that Napalkov, even before the complaint to Bastrykin, was in a "bad score" in Moscow "in almost all respects." The personnel policy of the head of the Krasnoyarsk Investigative Committee led to a large turnover in the department. After the appointment of a general from Kalmykia, experienced investigators began to leave the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory one after another. They did not accept the fact that the new leader gave the same answer to all their complaints: “If you don’t like it, quit.” For the same reason, young investigators were not detained either. There was simply no one to work, which led to a deterioration in performance.

As evidence that Bastrykin has long been dissatisfied with the work of Napalkov, sources cite the following fact: in 2016, the head of the Krasnoyarsk Sledkom should have been transferred to Moscow and promoted. The lieutenant general even bought an apartment in the capital, but, which is significant, he did not celebrate the housewarming like that. The Moscow apartment is still empty.

Judging by the income and property, in 2015, another apartment with an area of 140.1 square meters. True, in which city, the declaration does not indicate. The fact that Napalkov was unable to fix efficient work Krasnoyarsk Investigative Committee, became especially evident during the investigation of a number of corruption scandals that have recently occurred in the local police. So, a week before last year's dismissal of Napalkov in Krasnoyarsk, Andrey Abakovsky, deputy head of the Department of Economic Security and Anti-Corruption, was arrested. The main fighter against corruption and two of his subordinates were caught red-handed by the FSB when transferring 1 million from a bribe in the amount of 4 million rubles. A criminal case was initiated against Abakovsky under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe).

Then searches were carried out in the office and at home of the deputy chief of the regional police, Colonel Eduard Khavabu. The Krasnoyarsk department of the FSB openly stated that a criminal group of corrupt police officers and criminals had been operating in the region for several years. The police extorted money from businessmen for "general patronage". And if potential “clients” refused to pay, extortionists in uniform filed fictitious criminal cases against them, tried to land them in a pre-trial detention center, and then demanded money for stopping criminal prosecution.

Former Deputy Head of the Regional Police Eduard Khavabu

A loud scandal erupted in the local and federal media, but what has the investigation been able to achieve in more than six months? Hawab has never been charged. He continues to work as Deputy Chief of Police of the Main Directorate of the Ministry of Internal Affairs for the Krasnoyarsk Territory. Abakovsky, however, due to discrediting circumstances, is waiting for the end of the investigation in the pre-trial detention center. Three more defendants from among high-ranking police officers appeared in his case. However, how things stand with the collection of the evidence base is unknown. Apparently, not too good, since Napalkov repeatedly investigated the journalists. At the end of February of this year, the Krasnoyarsk security forces were again suspected of corruption. The Regional Investigative Committee was again forced to conduct searches in the main department of the Ministry of Internal Affairs for the Krasnoyarsk Territory. Now - as part of a criminal case initiated against the deputy head of the regional Main Directorate of the Ministry of Internal Affairs, Major General Alexander Kuznetsov and the already retired deputy head of the logistics organization department of the Main Directorate of the Ministry of Internal Affairs, Colonel Andrey Petruchenya. As media, back in 2012, both defendants signed an acceptance certificate for the construction of a temporary detention center of the Norilsk Internal Affairs Directorate. About 200 million budget rubles were transferred from the account of the regional police, but the isolation ward has not been built so far. A criminal case was initiated against high-ranking policemen under paragraph “c” of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of power with causing grave consequences).

Former Deputy of the Main Directorate of the Ministry of Internal Affairs for the Krasnoyarsk Territory Alexander Kuznetsov

Former Deputy Head of Logistics of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnoyarsk Territory Andrey Petruchenya

What progress did the regional Sledkom make in the new investigation in more than two months after the initiation of the criminal case? Apparently, again small, since Kuznetsov is safely in his previous position. Some of the sources believe that more than modest achievements in the fight against corruption in the ranks of the security forces also did not become the main catalyst for events. According to them, the main reason for Napalkov's resignation was the corruption of the local Sledkom itself. In October last year, none of the outsiders were aware of any claims from the federal department to the work of the Main Investigative Directorate of the Investigative Committee of the Russian Federation in the Krasnoyarsk Territory and its leader. However, for unknown reasons, an eloquent inscription "Napalkov is a thief" appeared on the wall of the regional IC. Then a similar inscription was put on the wall of a residential building in the very center of Krasnoyarsk.

An eloquent inscription appeared on the wall of the regional TFR

In Krasnoyarka, there were only vague rumors about theft in the management of the Investigative Committee, therefore, in the media space, the appearance of compromising inscriptions was explained by Napalkov's connections with dishonest police officers. But just a month later, it became clear what the authors really meant. After all, at the end of November, searches were no longer in the regional police, but in the Krasnoyarsk Sledkom itself, and in several divisions at once. Based on the results of the audit initiated by the TFR, a criminal case was initiated against the former head of the logistics department of the Krasnoyarsk department of the TFR, Colonel of Justice Roman Tchaikovsky and several current employees of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory. They were charged with large-scale embezzlement of budgetary funds in the performance of government contracts.

According to sources, the leadership of the Krasnoyarsk Sledkom was suspected of embezzling funds allocated to employees of the Main Investigative Committee of the RF Investigative Committee for the Krasnoyarsk Territory as material assistance. Employees were transferred financial assistance to payroll bank cards, they cashed it out, and then returned all the money to the management. The top officials of the department spent the money they received on air travel in business class, on the purchase of expensive furniture for their offices, on equipping the bathhouse of the Main Investigative Committee of the TFR in the administration building, etc.

In addition, facts were revealed of fictitious employment of service personnel, who also received an inflated salary. Janitors and cleaners were given higher-paid positions - drivers and assistants, and the management of the UK took the difference in wages. It was also possible to prove several cases of theft of money allocated for repairs household appliances and office equipment in management, when no work was actually carried out. The theft turned out to be so large-scale that it became clear: the head of the Krasnoyarsk Investigative Committee simply could not remain in the dark. It is significant that Napalkov was not entrusted with the investigation of cases against his own subordinates: the investigation into the Tchaikovsky case is being conducted by the 5th Directorate of the Main Investigative Directorate, located in Novosibirsk, a colonel under house arrest. In addition, the case was taken under control by the Siberian Department of the Prosecutor General's Office of Russia. Sources said that shortly after the initiation of the case against Tchaikovsky, Napalkov was interrogated as a witness. Metropolitan investigators asked the Krasnoyarsk colleague questions about facts that could become the basis for initiating a criminal case against him. Therefore, the lieutenant general lost his nerve: he immediately flew to Moscow and submitted a resignation letter to the federal department. However, Napalkov was not allowed to leave the service of his own free will: the report remained motionless for several months. . GSU SK in the Krasnoyarsk Territory against them a criminal case under Art. 128.1 of the Criminal Code of the Russian Federation (slander), without even specifying who exactly is the victim. A special group of three investigators from the 2nd Directorate for the Investigation of Particularly Important Cases of the Regional Directorate of the GSU SK was created. After numerous interrogations, journalists approached Bastrykin and Prosecutor General Chaika with a complaint about the legality of Napalkov's actions.

Igor Napalkov lost his position on his professional holiday

The fact that Napalkov was unable to "sit quietly and wait" and initiated a scandal in the media was, according to sources, the last straw that overwhelmed Bastrykin's patience. On the eve of the presidential elections in Russia, "they decided not to rock the boat," but as soon as the results of the vote were summed up, the document on Napalkov's resignation lay on the table of the newly elected Vladimir Putin. Whether the lieutenant general will become a defendant in the criminal case in the future, no one can predict: the course of the investigation into the embezzlement case in the Krasnoyarsk Investigative Committee is classified, there are no leaks yet.

The acceptance of applications for those wishing to participate in the mayoral elections ends on October 31, unless, of course, it is extended - such ideas are circulating. As of yesterday, 16 people showed up, according to Omsk Here news agency: armored vehicle engineer Yury ALEKSANDROV, Omsk State University student Yulia BELTSOVA, director of Complex Supply LLC Alexander BEKISHEV, assistant to the head of Dekos LLC Valery ZYRYANOV, president of the Omsk State University. Stolypin Dmitry KAREV, Legal Counsel of Siberian Regional Union LLC Igor KOZLOVSKY, Associate Roman KAFAROV, Director of Production and Commercial Company Spetsstalarmatura LLC Valentin PANOV, Associate Dmitry PEREVALSKY, Individual Entrepreneur Alexander SARSEKEEV, retired Nikolai TELEPENKO, extractive industry worker Sergei KHAZHIN, retired Mukhatmeli KHASANOV, ex-investigator Samat SHARIPOV, Omsk Maxim SHCHAPOV, CEO of the company "Ecological Law" Vasily YAKOVLEV.

It is clear that none of the above-named mayor will be. The most real candidates will be announced in the last days. Who will be the mayor of Omsk is still unclear. Acting Governor meets with different people, draws up its own lists of leaders, which, of course, will be coordinated in Moscow. The rating of real candidates includes Sergey FROLOV, Vladimir KOMPANEYSHCHIKOV, and a number of other persons who have already been named in the media. Wait, there's not much left.

As it became known to "Commercial News", changes are coming in the Investigative Department of the RF Investigative Committee for the Omsk Region. The Investigative Committee does not like to keep leaders in one place in the regions for a long time, so there will be shifts. Major General of Justice Andrei KONDIN, who has been in charge of the SU since his birth in January 2011, should be transferred to another subject of the Federation, and the current head of the Main Investigation Department of the Investigative Committee is tipped to replace him Russian Federation in the Krasnoyarsk Territory by Igor NAPALKOV. On September 15, he was temporarily suspended from his duties for the period of verification on the basis of a complaint from a resident of the Krasnoyarsk Territory directly to Alexander BASTRYKIN. As local media wrote, this may have been due to the death of a 16-year-old schoolgirl in the Stolby nature reserve. She was there with her classmates, and the complaint was allegedly related to the fact that a criminal case under the article “Negligence” against the teacher who organized the departure was never opened. However, Igor Valeryevich returned to work on October 10. By the way, something similar happened in Omsk SU. For NAPALKOV, this, of course, is a demotion, since he is a lieutenant general of justice, but in Omsk there has already been a similar example with the appointment of police lieutenant general Yuriy Tomchak. By the way, Omsk old-timers remember the father of Igor NAPALKOV - Valery Yakovlevich, who, after graduating from the Omsk Higher School of the USSR Ministry of Internal Affairs in 1982, served in the internal affairs bodies of the Omsk Region - he began as an operative of the criminal investigation department. Then he left for Volgograd, where he headed the Department for Combating Organized Crime with the rank of deputy head of the Department of Internal Affairs of the Volgograd Region. Then he worked in the tax police and even served as deputy director of the Federal Tax Service of Russia.

On October 18, the following information appeared on the website of the Investigative Department of the Investigative Committee of Russia for the Tomsk Region: “The investigating authorities of the Investigative Committee of the Russian Federation for the Tomsk Region, on the basis of materials received from the regional FSB, initiated a criminal case against a former employee of the Russian Ministry of Internal Affairs for the Tomsk Region, suspected of committing a crime under Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of official powers). According to preliminary data, from 2014 to 2016, the suspect, having information about the commission of illegal actions by his subordinate, did not take actions to organize verification of this information, fearing negative consequences on service. Subsequently, the subordinate employee was prosecuted for committing a corruption offence.”

Almost immediately it became known that former employee police is the ex-head of the regional Ministry of Internal Affairs, General Igor MITROFANOV. He was dismissed from this post in June 2016 by decree of President Vladimir Putin. And in August of the same year, it became known that he was a witness in the case of Konstantin SAVCHENKO, head of the Department of Economic Security and Anti-Corruption (UBEP) of the Ministry of Internal Affairs for the Tomsk Region, accused of corruption. SAVCHENKO was subsequently sentenced to 7.5 years in prison with a fine of 6.9 million rubles.

53-year-old Igor MITROFANOV started as an operative of the criminal investigation department of the Kirovsky District Department of Internal Affairs of Omsk. From 2001 to 2004, he served as deputy head of the Department of the Ministry of Internal Affairs for the Omsk Region under Viktor KAMERTSEL, then for about six years he worked as deputy head of the Main Department of Internal Affairs for the Krasnoyarsk Territory. In the summer of 2010, Mr. MITROFANOV was appointed head of the Internal Affairs Directorate for the Tomsk Region.

As Moskovsky Komsomolets in Tomsk reported on October 23, this is already the second criminal case in which MITROFANOV appears: “The first was initiated on the fact of fraud back in 2016. It was based on a statement to the FSB, which was written there by the now former companion and “family friend” of Igor MITROFANOV, businessman Andrei Krivoshein, who is now suspected of illegal banking.
