For many Russians, paying for housing and communal services has become serious financial problem. To help such segments of the population, there is a separate compensation from the state - a subsidy for housing and communal services - the payment of funds on an irrevocable basis. Subject to the execution of a clear list of documents, you are provided with a subsidy for utility bills in 2018 and you will be able to pay utility bills at half the price.

Who can get a subsidy for housing and communal services

To receive compensation, you need to be a law-abiding citizen and pay utility bills on time. If you came to apply for a subsidy, and you have any debt, then do not wait for financial assistance until the debts are fully paid off. Unfortunately, not everyone can receive monetary compensation. The categories of citizens who may qualify for payment include:

  • owners of apartments, residential premises;
  • citizens who rent housing (a lease agreement is required);
  • citizens living in premises belonging to the state housing stock;
  • citizens living in housing cooperatives.

What indicators are taken into account when calculating

  • average monthly family income;
  • whether the dwelling is owned or not;
  • housing area;
  • general housing costs.

Living space standard for which compensation is charged in Moscow

The subsidy for housing and communal services in 2018 is calculated based on regional living space standards. That is, if you live alone, and the area of \u200b\u200byour home exceeds the specified standards (for example, 53 sq. M), then subsidies are provided only for the required 33 sq. m. m per person. The following housing area standards have been established in Moscow and the Moscow Region:

  • 1 person is registered and lives - 33 sq. m;
  • 2 people live - 42 sq. m;
  • 3 or more people - 18 sq. m for each member of the family.

What income is eligible for a rent subsidy in 2018

The payment is guaranteed to citizens of the Russian Federation whose utility costs exceed 22% of the total family income. For example, you live with your husband alone and your total official monthly income is 30,000 rubles, and you pay 7,000 rubles for housing and communal services. In this case, your family is entitled to a monthly subsidy. In all regions, the percentage of payment is set individually and the percentage limit is reduced (for example, in Moscow it is 10%).

Legal regulation

Payments are made from the state budget to a certain circle of persons. Article 159 of the Housing Code of the Russian Federation describes the conditions under which the subsidy is accrued, when it is accrued, and who and when can receive compensation from the state. Officially, the rules for granting a subsidy have been enshrined since December 14, 2005 by Decree of the Government of the Russian Federation No. 761, which describes:

  • the conditions under which housing compensation is calculated;
  • family composition;
  • conditions for calculating the monthly family income;
  • the size of subsidies;
  • general provisions used to calculate the payout.

Conditions for obtaining in 2018

Subsidies can only be received by:

  • citizens of Russia, Belarus, Kyrgyzstan;
  • persons who have all the documents for the right to use the occupied living space;
  • persons who permanently reside in the declared living space;
  • if there are no debts on utility bills for the last six months;
  • if the amount of payment for housing and communal services exceeds the prescribed percentage of the total family income.

There are many nuances in which a citizen may be denied a subsidy. All of them are spelled out in the LCD and the Decree of the Government of the Russian Federation. For example, you may be denied if you do not meet the deadline for submitting documents or make a mistake when filling out the documents. Employees of the social security authorities in your area will help you explain all the rules and procedures for processing documents.

How to calculate the subsidy for an apartment

The amount is calculated using a special formula - the subsidy calculator. Since the amount of utility bills varies depending on the season, the amount of compensation is determined every month. If the total amount of the subsidy paid exceeds the actual costs of housing and communal services, then you are obliged to return part of the money back. When calculating the subsidy, the following data are taken into account:

  • total family income for the last six months;
  • family subsistence minimum (determined using data on the minimum subsistence level in a particular region);
  • information about the number of people;
  • the amount of payment for housing and communal services;
  • information on the average cost of utilities, general consumption standards;
  • parameters of the apartment, its condition, expenses for overhaul etc.

Calculation formula

To calculate the subsidy for housing and communal services in 2018, you can use the formula: Subsidy \u003d Established minimum for housing and communal services - Total family income x 0.22. The figure of 0.22 is not accidental here - this is the maximum percentage that a family pays for housing and communal services on a monthly basis. To calculate the minimum, you can use another formula: Installed minimum = Average amount for utilities per square meter x Norm of living space.

Duration of grant payments

The subsidy for housing and communal services in 2018 is paid to the applicant every month. In this case, payments are made only for six months. At the end of six months, you need to submit a new package of documents, and the subsidy will continue. It is possible that some indicators will change and additional documents will be required. All paperwork must be submitted within 10 days of the end of the subsidy period.

Payment process

The procedure for obtaining social assistance from the state is as follows:

  1. The degree of need of the applicant and the need to allocate funds are assessed.
  2. Providing the necessary documents and applications from citizens applying for payments.
  3. Consideration of documents and making a decision on issuing a subsidy or refusing to receive funds.
Any family member can apply for benefits. Registration takes place only according to the address of registration of the applicant.

With a positive decision, the applicant will receive monetary compensation for a certain period. After that, most recipients will have to repeat the procedure for applying for a subsidy. Single pensioners and families of pensioners, whose pension is the only source of income, are exempted from re-registration.

Required documents

Mandatory documents for receiving any type of subsidized payments are:

  1. A document proving the identity and citizenship of the Russian Federation.
  2. Application of a citizen wishing to exercise the right to a subsidy.

In each case, for each type of state payments, an additional list of documents is required. Which of them are useful and which are not, it is difficult to say. The list varies depending on the circumstances.

To receive a housing subsidy, the applicant must prove that he needs. If a young couple wants to receive payments, then they need to prepare documents on marriage, the presence of children, and income statements.

If the right to receive funds is claimed by a temporarily unemployed citizen who wants to do business, then a document confirming the availability of education will be required.

To qualify for utility bill assistance, you must show that the applicant spends more than 22% of their income on utility bills. You can confirm this with a monthly income statement.

You must have original documents with you (even if a photocopy is provided to confirm this or that fact).

Payment of funds

For each type of subsidy, different terms for the transfer of funds are established. The allocated amount can be credited to the beneficiary's bank account or to a demand deposit (if any or specially opened by the beneficiary in the bank).

The due payment can be received at the local post office (if there are no bank branches in the recipient's territory) or at home.

Money is delivered to the home in cash if the recipient, due to age or health reasons, cannot open an account and manage it. Such a right is guaranteed to the elderly who need constant care (if there is a certificate medical institution), as well as applicants over the age of 80.

The timing of state payments depends on the type of subsidy. The list of documents on the basis of which a decision is made to issue subsidies is also updated. In addition, some documents have a limited validity period. Therefore, when applying for help, be sure to specify the list of required documents and their validity period.

For example, if you apply for a settlement before the 16th of the current month, the money will be transferred in the same month. If you apply after the 16th day of the current month, payments will begin the next month.

Responsibility of recipients of subsidies

All subsidies are strictly targeted, therefore, special requirements are imposed on the documents and information provided.

  1. The applicant is responsible for the accuracy of the submitted documents and data. If it is found that the applicant has submitted incomplete or inaccurate information, he will be denied the issuance of funds.
  2. If an event occurs, as a result of which the amount of the established amount should be reduced or the payment stopped completely, the recipient of funds must submit supporting documents within a month.

When do subsidies stop?

In 2019, eligibility for assistance may be terminated upon the occurrence of the following events:

  1. There are no more grounds for receiving budgetary funds. This can happen in the following cases:
    • if the recipient of budgetary funds moves to live in another place;
    • when changing the composition of the family, changing the citizenship of the recipient of funds (members of his family);
    • with an increase in the income of the beneficiary.
  2. If a citizen or members of his family did not submit documents or submitted false information:
    • affecting the provision of a subsidy or the determination of its amount;
    • on the basis of which the amount of the subsidy is reduced or the right to receive state assistance is lost.
  3. In the event of an outstanding debt (without good cause) or the absence of an agreed maturity date for such debt.
The beneficiary is obliged to submit corrective information within a month from the date of occurrence of the above situations. Otherwise, the transfer of funds will be terminated.

Changes in 2019

The main news in 2017 is the cancellation. Recently, the rates of banks on mortgage lending have become equal to the size of state subsidies. Therefore, the provision of subsidies by the state is inappropriate.

There is good news. The housing subsidy program is being extended until 2019.

Due to the relevance of the import substitution program for agricultural producers in 2017, changes are also provided. The state plans to introduce a "single regional subsidy", which will reduce the number of subsidies issued to 7 (instead of 54).

They will be able to take advantage of state support and get loans at lower rates.

Currently, as state support in the acquisition of housing or improving the quality of housing conditions, monetary assistance is provided, the so-called subsidy for certain categories of citizens.

The legislative framework

The Housing Code itself only stipulates the provision that the state undertakes to subsidize certain preferential categories individuals in order to improve living conditions.

Decree of the Government of the Russian Federation of December 17, 2010 No. 1050 “On the federal target program “Housing” for 2015-2020”, which approved the Rules for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to co-finance the expenditure obligations of the constituent entities of the Russian Federation to provide social benefits for buying or building a home.

All other information, including the list of privileged categories of citizens, is contained in various federal and municipal legislative acts.

Principles of this type of subsidy

The subsidy for the purchase and improvement of residential premises is a financial assistance that is provided free of charge.

A citizen who has received a decision to provide him with a subsidy is issued a certificate that can be spent only for certain needs and within a certain period of time.

As a rule, the amount of the certificate does not fully cover the cost of housing, so citizens are often required to prove that they can cover the rest of the debt on their own.

Who has the right

In most cases, subsidies are paid to the budgets of the subjects of the federation. Therefore, they are given the right to approve the list of privileged categories of individuals who can count on receiving subsidies. But with certain restrictions - the main list of beneficiaries is established at the federal level and is not subject to reduction, it can only be expanded.

Non-refundable financial assistance intended to improve living conditions in 2018 can be provided the following categories of citizens:

Registration procedure

To get in line The following documents must be submitted for consideration of the issue of granting a subsidy:

After registration, calculation and agreement on the amount of material assistance, a certificate for the appropriate amount will be issued.

In one of the banks participating in the support program, a person needs to independently open an IBCS. The allocated amount will be transferred to it. Subsequently, these funds can be used to purchase new real estate or expand existing ones.

An important nuance - the allocated amount cannot be spent for other purposes - and it must be spent within six months.

If the funds are not spent, then the money will simply “burn out”. And it will be impossible to return them, because. Participation in the assistance program is possible only once.

Amount and calculation procedure

When calculating The amount of the allocated subsidy takes into account many factors:

All these factors are taken into account in relation to all family members, regardless of their place of registration and residence.

Another factor that is taken into account when deciding on the allocation and amount of subsidies is determining the number of families living in the same area.

This is determined by the following signs:

  • spouses and their minor children, regardless of the place of registration, are considered members of the same family;
  • citizens who live in the same dwelling and are united by signs of kinship, but who have their own sources of income, a separate budget and separate households, are considered different families.

Payment terms

Timing of the payment of subsidies different for each case, they are spelled out in the document regulating the issuance of a particular subsidy.

For example, for military personnel the following deadlines have been set:

Thus, the entire period for transferring monetary payments to a serviceman does not exceed thirty calendar days, that is, one month.

Features and nuances of this subsidy

The amount of the cash subsidy, as well as the possibility of providing it to the established categories of citizens, is provided after considering the following factors:

  1. The total income of the family applying for the subsidy, whether they are able to independently make a down payment on the mortgage;
  2. Family composition, total number of family members, number of dependents and able-bodied;
  3. Does any family member own a home?
  4. The average cost of 1 square. m. of housing in the region where the subsidy is supposed to be received;
  5. How square meters living space for each member of the family.

It should be understood that a cash subsidy is not a way to get free housing, its purpose is to help citizens improve their living conditions.

At present, our country has several grant programs citizens:

  1. A subsidy that is provided to a family in which the age of the spouses is not more than 35 years old, in other words, a subsidy for housing for a young family.
    In this case, the amount of the subsidy is also determined by the presence or absence of children. For those couples who have a child at the time of application, the amount is 35% of the cost of housing, for childless couples - 30%. Also, the family must have a down payment to obtain a mortgage.
  2. Subsidies allocated to the military and certain categories of employees of budgetary organizations. In this case, the amount of the subsidy is the average market price of an apartment in the region. The size of the apartment is determined according to sanitary standards based on the number of family members.
  3. Housing subsidy provided to residents of the Far North and equivalent regions. In order for citizens to qualify for this type of subsidy, the period of residence in the above region must be at least 15 years. The amount of these payments varies depending on the subject of the federation in which it is issued.

Cash grant for veterans and participants of the Great Patriotic War. In this case, the amount of the subsidy covers the full cost of the purchased housing.

Other categories who may qualify for the subsidy:

  • combatants;
  • liquidators of the consequences of the explosion of the Chernobyl nuclear power plant;
  • large families;
  • poor families.

As a rule, these categories of citizens get the opportunity to use the subsidy if the condition of their housing is recognized as emergency or unsuitable for habitation, as well as its area is less than the established norm of square meters for each resident.

The conditions for providing this assistance from the state are discussed in the following video:
