1. Approve the levels of proficiency in Russian as a foreign language and the requirements for them in accordance with the annex to this order.

Levels of proficiency in Russian as a foreign language and requirements for them

1. This order establishes the following levels of proficiency in Russian as a foreign language, which determine the degree of formation of communicative competence in Russian as a foreign language by foreign citizens and stateless persons (hereinafter referred to as foreign citizens):

elementary (TEU/A1);

basic for migrant workers (TBUM/A1);

basic (TBU/A2);

the first one (TORKI-1/V1);

the second one (TORKI-II/B2);

third (TORKI-III/C1);

fourth (TPKI-IV/C2).

2. The following requirements are established for the elementary level (TEU/A1) of foreign citizens' proficiency in Russian as a foreign language.

2.2. Be able to write a text about yourself, friends, family, working day, your free time (at least 7 phrases on the proposed questions).

2.3. Be able to understand the basic information (theme, main content and communicative intentions) of short dialogues and monologues in situations of everyday communication.

2.4. To be able to participate in dialogues in a situation of everyday everyday communication, to be able to maintain a conversation, in particular, about oneself, friends, family, working day, free time.

2.5. Use grammatical and lexical skills of framing statements in accordance with intentions in a limited set of everyday situations.

The volume of the lexical minimum should be up to 780 units.

3. The following requirements are established for the basic level for migrant workers (TBUM/A1) of foreign citizens' proficiency in Russian as a foreign language.

3.2. To be able to build, on the basis of a read or listened text, a written monologue statement with production elements in accordance with the communicative setting or questions posed (for example, a presentation with elements of an essay, a presentation with a creative task).

3.3. Understand by ear the basic information (that is, the main content, communicative intentions) contained in brief monologues and dialogues of a social and everyday nature.

3.4. To be able to independently create coherent, logical statements in accordance with the communicative setting; understand the content of the interlocutor's statements, determine his communicative intentions in a limited set of everyday situations.

3.5. Use grammatical and lexical skills of making statements about your intentions in a limited set of everyday situations.

The volume of the lexical minimum should be up to 850 units.

4. The following requirements are established for the basic level (TBU/A2) of foreign citizens' proficiency in Russian as a foreign language.

4.1. Be able to read short texts taken from various sources (magazines, newspapers, signs, inscriptions, signs, announcements), understand the basic and additional information of adapted texts of a country-specific, informational and social nature.

4.2. Be able to write a short letter, note, congratulations, etc., state the main content of the source text (at least 15 phrases on the proposed questions).

4.3. Understand the basic information (in particular, the topic, indication of place, time, reason) presented in separate dialogues and monologues of a social, social and cultural nature.

4.4. Be able to initiate a dialogue in everyday situations, keep up a conversation, in particular, about yourself, friends, family, study, work, learning a foreign language, working day, free time, hometown, health, weather, and build your own statement based on the text you read .

4.5. Use grammatical and lexical skills of framing statements in accordance with intentions in a limited set of social situations.

The volume of the lexical minimum should be up to 1300 units.

5. The following requirements are set for the first level (TORFL-1/B1) of a foreign citizen's knowledge of Russian as a foreign language.

5.2. Be able to write a text of at least 20 sentences within the situational-thematic minimum, be able to convey in writing the main content of the read or listened text of an informational-journalistic, socio-cultural or social-everyday nature.

5.3. Understand dialogues in written and oral speech, be able to extract factual information (theme, time, characteristics of objects, goals, reasons) and express one’s attitude to the statements and actions of the speakers, understand announcements recorded on audio media, news, information of a socio-cultural nature.

5.4. Be able to participate in dialogues in a wide range of situations of everyday communication, be able to start, maintain and end a dialogue, conduct a conversation on various topics (in particular, about yourself, work, profession, interests, country, city, cultural issues), formulate your own statement based on read text of a socio-cultural nature.

5.5. Use grammatical and lexical skills of framing statements in accordance with the intentions that arise in communication situations within the situational-thematic minimum.

The volume of the lexical minimum should be up to 2300 units.

6. The following requirements are set for the second level (TORFL-II/B2) of a foreign citizen's knowledge of Russian as a foreign language.

6.2. Be able to write plans, abstracts, summaries based on what they heard and read, write their own written texts of an informative nature in the form of a personal or official business letter, as well as texts of a business nature, including statements, requests, explanatory notes.

6.3. Understand the dialogue and communicative intentions of speakers, radio news, advertisements, dialogue from feature films and television broadcasts.

6.4. To be able to maintain a dialogue, implementing the proposed tactics of verbal communication: to initiate a dialogue-questioning, to talk about what he saw, to express his own opinion and evaluate what he saw, to analyze the problem in a situation of free conversation.

6.5. To be able to perceive and use the lexical and grammatical means of the language, ensuring the correct linguistic design of statements.

The volume of the lexical minimum should be up to 10,000 units, including up to 6,000 units in the active part of the dictionary.

7. The following requirements are established for the third level (TORFL-III/C1) of a foreign citizen's knowledge of Russian as a foreign language.

7.1. Understand and be able to interpret texts related to socio-cultural (with a fairly high level of known information content) and official business (represented by texts of regulatory legal acts, official messages) spheres of communication, as well as read and understand works of fiction in Russian.

7.2. Be able to write an abstract, formal and (or) informal letter, report based on what has been heard and read, demonstrating the ability to analyze and evaluate the proposed information, as well as be able to write an essay, article or essay on a free or proposed topic.

7.3. Fully understand the content of the audio text, demonstrate the ability to evaluate what is heard, including radio and television programs, films, recordings of public speeches, and evaluate the speaker's attitude to the subject of speech.

7.4. To act as the initiator of a dialogue-conversation, to be able to maintain a dialogue using a variety of linguistic means: to build a monologue-reasoning on moral and ethical topics, in a situation of free conversation to defend and argue one's own opinion.

7.5. Be able to demonstrate full knowledge of the language system and fluency in the means of expressiveness of the language, including stylistic and emotionally expressive, necessary for adequate perception and expression of various communicative intentions.

The volume of the lexical minimum should be up to 12,000 units, including up to 7,000 units in the active part of the dictionary.

8. The following requirements are set for the fourth level (TPKI-IV/C2) of a foreign citizen's knowledge of Russian as a foreign language.

8.1. Understand and be able to interpret non-adapted texts on any subject (including abstract-philosophical, professional orientation, journalistic and artistic, as well as texts with subtextual and conceptual meanings).

8.2. Be fluent in written form of speech, be able to write detailed texts in all the variety of genre and stylistic characteristics.

8.3. To fully understand the content, in particular, of radio and television programs, films, television performances, plays, recordings of public speaking, freely perceiving the socio-cultural and emotional features of the speech of the speakers, interpreting phraseological units, well-known statements and hidden meanings.

8.4. To be able to achieve the goals of communication in situations of prepared and unprepared monologue and dialogic communication, including public, demonstrating various tactics of speech behavior.

8.5. To be able to demonstrate complete knowledge of the language system and fluency in the means of expressiveness of the language in all the variety of lexical-grammatical, stylistic, synonymous and structural relations.

The volume of the lexical minimum should be up to 20,000 units, including up to 8,000 units in the active part of the dictionary.

A1 / ELEMENTARY LEVEL (Breakthrough Level)

Candidate can establish and maintain social contacts in standard situations of daily life; owns a minimum of language resources, his dictionary can reach 900-1000 lexical units, including 240 internationalisms and about 30 units of speech etiquette (the course of study is at least 60-80 classroom hours).

  1. meet;
  2. name your profession and occupation;
  3. learn and report biographical information about yourself and a third person;
  4. learn and report on hobbies, interests;
  5. congratulate on a holiday (state, national, family);

Your successful passing of testing at this level indicates that your communicative competence has been formed at the initial level, which allows you to satisfy your basic communicative needs in a limited number of situations in the social, domestic and socio-cultural spheres of communication. In other words, you can do your own shopping at the store, use local public transport, discuss the weather with others, exchange a couple of on-duty phrases with classmates or teachers, etc.

official requirements: skills and abilities that you should have at the basic level of proficiency in Russian as a foreign language (RFL):

  1. be able to read short, simple texts taken from various sources (names of magazines and newspapers, signs, inscriptions, signs, announcements, etc.); understand the basic and additional information of the adapted texts of regional studies, informational-journalistic and social-everyday nature;
  2. be able to write a short letter, note, congratulations, etc., state the main content of the source text based on questions;
  3. understand the basic information (topic, indication of place, time, reason, etc.) presented in separate dialogues and monologues of a social, social and cultural nature;
  4. be able to initiate a dialogue in simple situations of a standard type; maintain a conversation about yourself, a friend, family, study, work, learning a foreign language, working day, free time, hometown, health, weather, and build your own statement based on the text you read;

However, basic proficiency in Russian as a foreign language not enough for studying in Russian educational institutions, with the exception of preparatory faculties (departments or courses) for foreign citizens, where future students undergo special language training throughout the year.

B1 / THRESHOLD LEVEL (Threshold Level)

Your successful passing of testing at this level indicates that your communicative competence is formed at an average level and allows you to satisfy your basic communicative needs in the social, social, cultural, educational and professional spheres of communication. In other words, you are already more independent in a foreign language environment and orient yourself in most standard everyday situations, and are also able to solve a significant part of everyday problems that arise and the tasks that confront you. This corresponds to the state standard RKI.

official requirements: first level RCT:

  1. be able to read small texts from newspapers, magazines, books; understand the general content of the read, individual details, conclusions and assessments of the author;
  2. be able to write a text of 20 sentences on one of the proposed topics: about yourself, your family, study, learning a foreign language, working day, free time, hometown, health, weather; convey the main content of the text read or listened to on the proposed topic;
  3. understand short dialogues and extract factual information (theme, time, relationships, characteristics of objects, goals, causes); understand detailed dialogues and express their attitude to the statements and actions of the speakers; understand sounding announcements, news, information of a socio-cultural nature;
  4. be able to participate in dialogues in a fairly wide range of situations of everyday communication, start, maintain and complete a dialogue; conduct a conversation on various topics (about yourself, about work, profession, interests, about the country, city, cultural issues, etc.); formulate one's own statement on the basis of the read text of a socio-cultural nature;
  5. use the grammatical and lexical skills of framing statements in accordance with the intentions that arise in simple situations of a standard type.

The volume of the lexical minimum should reach already 2300 units.

Proficiency in Russian as a foreign language at the first level enough to start studying in Russian educational institutions, including higher professional education, i.е. universities, institutes and academies . This level is usually achieved by graduates of preparatory faculties(departments or courses) for foreign citizens after a year of special language training.

B2 / POST-THRESHOLD LEVEL (Vantage Level)

Successful passing of testing at this level indicates that your communicative competence is formed at a sufficiently high level, and allows you to satisfy your communicative needs in all areas of communication, to conduct professional activities in Russian as a specialist in the appropriate profile: humanitarian (except for philological) , engineering, natural sciences, etc.

official requirements: second level RCT:

  1. be able to read various journalistic and literary texts of a descriptive and narrative nature with elements of reasoning, as well as mixed types of texts with a clearly expressed author's assessment.
  2. be able to write plans, theses, notes based on what they heard and read; write their own informative written texts in the form of a personal or official business letter, as well as business texts (statements, requests, explanatory notes, etc.).
  3. understand dialogues on everyday topics with a clearly expressed attitude of the speakers; radio news, advertising announcements; dialogues from feature films and television programs with a pronounced nature of interpersonal relationships;
  4. be able to maintain a dialogue, implementing the previously proposed tactics of verbal communication; act as the initiator of the dialogue-questioning; talk about what he saw, express his own opinion and evaluate what he saw; analyze the problem in a situation of free conversation;
  5. be able to adequately perceive and use the lexical and grammatical means of the language, ensuring the correct linguistic design of statements.

The volume of the lexical minimum should reach 10 000 units.

Proficiency in Russian as a foreign language at the second level necessary to obtain a bachelor's or master's degree - a graduate of a Russian university (with the exception of bachelor's or master's philologist).

C1 / LEVEL OF COMPETENCE (Effective operational proficiency)

Successful passing of testing at this level indicates a high level of communicative competence, which allows you to satisfy your communicative needs in all areas of communication, as well as conduct professional philological activities in Russian.

official requirements: third level RFL:

  1. understand and adequately interpret texts related to the socio-cultural and official business areas of communication, as well as the ability to read Russian fiction. Moreover, it is assumed that socio-cultural texts should contain a sufficiently high level of known information. Official business texts mean legal acts and official messages.
  2. be able to write a problem summary, abstract, formal / informal letter, message based on what they heard and read, demonstrating the ability to analyze and evaluate the proposed information; be able to write your own problematic text (article, essay, letter).
  3. understand the audio text as a whole, understand the details, demonstrate the ability to evaluate what is heard (radio and television programs, excerpts from films, recordings of public speaking speeches, etc.) and evaluate the speaker's attitude to the subject of speech;
  4. be able to maintain a dialogue using a variety of language means to achieve various goals and tactics of verbal communication; act as the initiator of a dialogue-conversation, which is a resolution of a conflict situation in the process of communication; build a monologue-reasoning on moral and ethical topics; defend and argue your own opinion in a situation of free conversation;

1.2.3. Letter
A foreigner must be able to build:
a written monologic statement of a productive nature on the proposed topic in accordance with the communicative setting;
a written monologue statement of a reproductive nature based on the text read or listened to in accordance with the communicatively given setting.

Type of text: narration, message, as well as texts of mixed type. Specially composed or adapted texts built on the basis of lexical and grammatical material corresponding to the basic level.
Subject of the text: relevant for the socio-cultural and everyday spheres of communication.
The volume of the presented text: up to 400 words.
Number of unfamiliar words: up to 2%.

Written texts on the proposed topic, created by students, must be formatted in accordance with the norms of the modern Russian language and contain 10-12 sentences.

1.2.4. speaking

A. Monologue speech
A foreigner must be able to:
independently produce coherent statements in accordance with the proposed topic and communicatively given setting;
the volume of students' statements on the topic: at least 10 sentences;
build a monologue statement of a reproductive type based on a read or listened to text of various formal semantic structure and communicative orientation;
express attitude to the facts, events set forth in the text, actors and their actions.

B. Dialogical speech
A foreigner must be able to:
understand the statements of the interlocutor, determine his communicative intentions in a limited number of speech situations;
adequately respond to the interlocutor's remarks;
initiate a dialogue, express their communicative intention in a limited number of situations. Students' statements should be framed in accordance with the norms of the modern Russian language, including generally accepted socially conditioned norms of speech etiquette.

2.1. Phonetics. Graphics

Alphabet. The relationship between sounds and letters. Vowels and consonants. Hard and soft, voiced and deaf consonants. Word, syllable. Accent and rhythm. Ways of expressing a grammatical and logical subject:

nominative case: Anna (she) is dancing.
genitive case (no preposition)

Ways of expressing a predicate:

The verb in the indicative, imperative mood: Anthony is reading. Read (those)!
- combination of the personal form of the verb with the infinitive: I am going for a walk.
- combination of the personal form of the verb with the noun: Igor will (become) a doctor.

2.3.5. Order of words in a sentence
Neutral word order in a sentence.
Preposition of the subject group, postposition of the predicate group: Brother is reading.

Word order and actual division of the sentence:
