Deputy Attorney General. Why Deputy Prosecutor General Yuri Ponomarev was transferred from the Ural Federal District to the Southern

Recall, the Eurocopter AS350 helicopter crashed in the Kostroma region on October 3. Everyone on board was killed. Karapetyan, together with his friend Areg Harutyunyan, flew to hunt. And it is Karapetyan who is in charge of all the international activities of the Prosecutor General's Office, including the Skripal case. In this regard, it is not surprising that not at all banal versions come to the fore.

As explained in the North-Western SU on transport of the RF IC, the flight was carried out on a notification request, it does not require permission. There were three names on the flight sheet: 54-year-old pilot Stanislav Mikhnov, Karapetyan and Harutyunyan. Due to bad weather, the helicopter landed at the edge of a forest in the Soligalichsky district of the Kostroma region. Here, near the village of Vonyshevo, there was also a crash - the helicopter took off and allegedly caught on the trees.

Initially, it was said about three victims, but then information appeared about the fourth dead. Judging by the source of its appearance, this information can be trusted. Later, one of the publications, also trusted, reported that it was a local resident Viktor Kopteev. Allegedly, after a forced landing, Karapetyan called the organizers of the hunt. Those, specifying the location of the helicopter, sent a car for the prosecutor. But then Kopteev came from somewhere, declared that he knew the area very well, and offered himself as the pilot's guide. The hunters decided not to wait for the car in the cold forest, but flew out to meet it. But, since it was already getting dark and pouring like a bucket, there was poor visibility. The blades caught on the top of the tree, the helicopter fell and caught fire, everyone who was in it died.

And before that, the publication “Moscow Speaks”, citing a source in law enforcement agencies, published a real sensation: supposedly forensic experts found bullet holes in the pilot’s body. The details were clarified: bullets of 5.45 caliber, one of them pierced Mikhnov's shoulder blade. Moreover, according to the publication, they shot at the pilot from a carbine even before the helicopter began to fall.

The Investigative Committee quickly denied everything. The official representative of the UK Svetlana Petrenko said: “The information is not true. None of those killed in the crash had gunshot wounds."

MK expert, deputy editor-in-chief of the Russian Hunting Newspaper Alexander Lisitsyn, also doubts the veracity of the information about the two shots. At least in its details:

I don't know hunting weapons with a caliber of 5.45, Lisitsyn says. - If we were talking about caliber 5.6, we could assume that they were shooting from a small-caliber rifle. And with caliber 5.45 there is only military weapons, this is our combat caliber.

If we nevertheless assume that the error is in the details, but there were still shots, could they have happened by chance? For example, did it occur at the moment of impact or ignition from detonation?

Theoretically possible, but practically I don't think so. If one shot occurs during detonation, then after that the carbine or other weapon must have changed its position. The recoil force should have thrown the barrel. Therefore, it is unlikely that the second random hit will be near the first.

And if we assume that someone could hold a weapon in their hands, but was not going to shoot, but fired accidentally, after the crash began?

You can assume anything, but such a combination of circumstances is one chance in a million. If there were shots, then most likely it was intentional.

So what happened in the helicopter anyway? Why did an experienced pilot suddenly decide to follow the lead of a villager? Why was it necessary to take off so urgently when it was possible to wait for a car or dawn and the rain would stop? Why was it impossible to wait out this time with one of the villagers, albeit with the same guide? If there were still shots at the pilot, then who could shoot? It is clear that one of the passengers could take military weapons for hunting - who will check the deputy prosecutor general? But then why were these suicide shots fired? Intentionally? Or in an inadequate state?

Questions - darkness. But the answers to them, most likely, we will hear only those who consider it necessary to give. Usually in cases of air accidents, the "black box" acts as an objective "witness" of what happened in the cockpit in the last moments. But, as it turned out, Eurocopter helicopters are not equipped with such devices, which always complicates the work of experts who find out the causes of the accident.

Strokes to the portrait and. about.
Prosecutor General

Sergey Zolovkin

About Vladimir Ustinov in Sochi or nothing
say, or say not quite good.
City Prosecutor Vladimir Ulyanov directly
told me: "According to the subordination of the chief
it is not supposed to respond in any way. "But
some of those in this system rank
lower, as well as recently released from it under
guarantee of non-disclosure of their names
things are very disturbing.

According to these biography experts
Vladimir Vasilievich, Ustinov - prosecutor
hereditary, in the second generation. His
father was a deputy prosecutor in
Kurganinsky district of the Krasnodar Territory.
Where he showed himself with a very unusual
sides. Amazed all colleagues with a rare
statement to the Attorney General.
Like, I, Ustinov, deserve a higher
positions. I ask you to determine in the district
prosecutors. Is it legend or true, now
hard to say. But what career ambitions
were never alien to Ustinov Jr.
seen with all clarity.

After Kharkov legal
Institute, graduated in 1976, Vladimir
Vasilyevich served as a little deputy
prosecutor in the Dinsky district of Kuban. Then
was promoted to chief guard
legality in Gulkevichi and soon
transferred to the prosecutors of the Khostinsky district
Sochi. At the very beginning of the nineties, already on
positions of the Sochi City Prosecutor,
Ustinov had to endure several
scandals that received publicity in the local
press.

In the publication "Prosecutor's share"
weekly "Sochi" put forward against
future and. about. general enough
serious allegations. Some of them were
associated with the collapse or red tape is very
big cases. Such as murder by "authority"
Sochi mafia "authority"
Arkhangelsk mafia, smuggling in a special
large sizes of gasoline using
transport aircraft, the so-called "alcohol"
case where, according to some information, there were
very large ranks from local
power structures...

Ustinov was also reproached for listing
large sums to the Law and Order fund from
those firms and organizations that fell under
consequence, but it was after the sponsorship
assistance were released from all charges.

According to people who know well
Vladimir Ustinov, for him opportunistic
considerations may be more important
letters of the law.
- I put forward my candidacy for election
position of the head of the city, - recalls
local businessman and politician Yuri
Tkachenko. - This is where the big
trouble. Fabricated against me
criminal case, which was later
terminated. But before that I came with a complaint to
city prosecutor. Ustinov, however, said
me directly: "There was nothing to oppose
serious, respected people."

Respect for superiors
the ranks of Vladimir Ustinov were visible
quite distinctly. It was during his tenure
city prosecutor on Teatralnaya street
in Sochi at public expense was built like this
called a dispensary, which is more
looks like a magnificent palace for receptions
leading comrades. According to some reports,
more than two
billion non-denominated rubles.
Luxurious furniture in the apartments, stucco work in
fireplace halls, prestigious plumbing,
perfect consumer electronics...

It is known from competent sources that
many employees of the Sochi prosecutor's office
among themselves called Vladimir Vasilyevich
"carrier of ammunition." Allegedly after
another trip abroad, in which
Ustinov flew away with some others
Sochi "siloviki", he brought
for the leadership of the regional prosecutor's office set
videos and TVs. documented
there is no evidence for that. But they survived
very spicy photos published in
newspaper "Sochi" for 1993. Captured
touching parting urban
prosecutor Ustinov with Nikolai Shaklein,
the then Deputy for Personnel in
Office of the Attorney General
Stepankov. Vladimir Vasilievich landed in
photographic lens at the time of unloading from its
service "Volga" numerous
boxes and bales for Nikolai Ivanovich. More
one photo captured Ustinov at the moment
hand-carrying gifts to
check-in desk at the Sochi airport.

If you believe all the same competent
sources, Ustinov did not forget in Sochi about
myself. Those in the know insist that
Vladimir Vasilyevich got two
plot of land in the most prestigious location
resort, near Bocharov Creek, where
favorite state dacha of the president. One of these
plots sold to the head of the largest
departmental health center. On another
completes the construction of a cozy mansion under the red
tiles, reminiscent of a medieval
lock. Having three-room apartment in Sochi and
having then received a five-room apartment in the capital, for
his minor daughter Irina
child-loving Vladimir Vasilyevich struck
apartment in a prestigious Sochi building on
Ostrovskogo street, 47. Now the girl is studying
at the Faculty of Law of the Kuban
state university. And son Dmitry is in one of
higher educational institutions of the FSB. He is like
employees of Sochi
the threat department, just the other day announced
another loss of service
certificates. Like, resting at night by the sea,
had a little drink, someone came up and
I took away the certificate from the future Chekist.
According to some reports, this is the third or even
the fourth case of the loss of such a serious
a document issued in the name of an FSB cadet
Dmitry Ustinov. Detectives are very embarrassed
poor memory of the victim. He can not
remember not a single specific detail: with whom
was the last time, with whom he drank, who beat? ..

Some former subordinates of Ustinov
recognize that for the people devoted to him
Vladimir Vasilievich always punched and
housing, and telephones, and transport. But if anyone
what did not please him - beware!
- He was not just harsh - boorishly rude, -
noted one of Ustinov's colleagues. And
told about the sensational story at the time,
when in response to such rudeness one
cosmonaut and State Duma deputy publicly
sent Vladimir Vasilievich to hell.
And Ustinov went. To the head of the city
complaint.

For the sake of objectivity: there are those in Sochi who
he was not stingy with praise to Ustinov.
Three of those who know Vladimir well
Vasilyevich was noted that he remembers
many Ukrainian songs and their beautiful
performs during a good feast.

Journalistic results
investigation of exorbitant budget spending on
local football team that were
published recently in Novaya Gazeta
("There is money in the legs", N 25), prompted
law enforcement agencies Sochi start
pre-investigation check. There are serious
reasons to believe that explanations
some resort officials are fraught with
new scandalous troubles for
Vladimir Ustinov. After all, according to some
very competent data, Vladimir
Vasilyevich, being the prosecutor of Sochi,
traveled overseas multiple times
training camps with football players
"Pearls". According to some
officials involved in the inquiry
this football club, similar family
walking voyages of local "siloviki"
carried out at that time at the expense of the city
budget.

"Sign of special trust"

Why Deputy Prosecutor General Yuri Ponomarev was transferred from the Ural federal district to the South

Yuri PonomarevDaria Shelekhova

For the third time in a year, Deputy Prosecutor General of the Russian Federation Yuri Ponomarev was forced to leave Yekaterinburg and the Office of the Prosecutor General of the Russian Federation for the Urals Federal District (UrFD) supervised by him for a long time. Today, on the website of the Office of the Prosecutor General of the Russian Federation for the Southern Federal District (SFD), an official announcement was published about the decision of the Prosecutor General Yuri Chaika to send Ponomarev to Rostov-on-Don until March 10 to supervise the Office of the Prosecutor General of the Russian Federation in the SFD. As it became known to the site, in the security forces the business trip was already regarded as a sign of special trust in Ponomarev on the part of the leadership of the Prosecutor General's Office. Another question is how long the well-known Ural security official will have to work for two regions.

The transfer of Deputy Prosecutor General of the Russian Federation Yuri Ponomarev to Rostov-on-Don was reported by the press service of the Office of the Prosecutor General of the Russian Federation in the Southern Federal District: “We inform you that, according to the order of the Prosecutor General of the Russian Federation Yuri Chaika dated 06.02. On March 10, 2017, they were assigned to the Deputy Prosecutor General of the Russian Federation Yuri Ponomarev.

The trip was also confirmed by Dmitry Serebrennikov, press secretary of the Office of the Prosecutor General of the Russian Federation in the Ural Federal District. According to him, Ponomarev temporarily replaces Deputy Prosecutor General of the Russian Federation Sergei Vorobyov, who has been in charge of the supervisory agency in the Southern Federal District since 2011. At the same time, Ponomarev continues to fulfill his duties in the Ural Federal District.

According to a site source among the security forces, “Yuri Alexandrovich continues to keep his finger on the pulse in the Ural Federal District” and will “personally endorse” all key documents and materials. During the business trip, they will be sent to him for signature in Rostov-on-Don.

Website of the Office of the Prosecutor General of the Russian Federation for the Southern Federal District

Deputy Prosecutor General of the Russian Federation Sergey Vorobyov is now officially on vacation. The 58-year-old security official is recovering from some health problems, sources said. There is no information about the new appointment or resignation of Sergei Vorobyov. Nevertheless, some Rostov media are already discussing his possible departure from his current post. Thus, the Ersh portal - referring to the former head of the Agency for Strategic Initiatives (ASI) in the Southern Federal District, now the representative of the business ombudsman of the Russian Federation Alexander Khurudzhi - called this "good news for local business." “Vorobiev’s departure is a chance to start resetting the atmosphere that has prevailed in the relationship between entrepreneurs and law enforcement officers over the past few years. A lot of custom-made persecutions, raider seizures, fabrication of criminal cases - this is what Vorobyov's time in office in the Southern Federal District was remembered for. We are all waiting for positive changes and, of course, we hope for dramatic improvements in overseeing the excessive pressure of the law enforcement system on business,” Khuruji wrote on Facebook.

It is worth noting, however, that in 2015-2016 Khuruji spent eight months in a detention center on charges of embezzling funds from IDGC of the South JSC. Later, the Supreme Court of the Russian Federation recognized the receipt of this money as legal. At the end of July, Boris Titov, Commissioner for Entrepreneurs' Rights under the President of the Russian Federation, informed Vladimir Putin about the criminal prosecution of businesses in the Rostov Region, in particular, about the case against Khurudzhi. He also said that he would ask the Prosecutor General's Office of the Russian Federation to conduct an audit both on the fact of their detention and on the merits of the charges.

Whether Ponomarev will return to Yekaterinburg after March 10 is not yet clear. In 2016, he twice worked for a long time in Moscow, replacing First Deputy Prosecutor General of the Russian Federation Alexander Buksman. A new business trip to Rostov-on-Don in the "generals' club" of the Urals has already been regarded as a sign of special trust. “Yuri Alexandrovich is one of the most experienced prosecutors in the country and, which is no less important now, one of the youngest (born in 1962. - Note. ed.) Chaika's deputies. The combination is important. And we see that from time to time a person is put in key areas that situationally require strengthening positions, ”said one of the high-ranking security officials of the Urals.

Jaromir Romanov

According to him, there is no doubt that Ponomarev will "successfully cope" with the task assigned to him now. By the way, the Southern Federal District consists of 13 regions: Rostov, Astrakhan, Volgograd regions, Krasnodar and Stavropol regions, regions of the North Caucasus, including Dagestan, Ingushetia, North Ossetia, Chechnya. Ponomarev himself comes from the south-east of Russia (was born in Saratov. He graduated from a law school there) and is familiar with the territory firsthand. Suffice it to recall that from December 2000 to June 2001, Yuri Alexandrovich served as the prosecutor of Grozny.

However, members of the Ural "general's club" hope that Ponomarev's business trip to the Southern Federal District will not drag on.

VIP major on the Cruiser. Drunken lawlessness of the son of the Deputy Prosecutor General of Russia January 3rd, 2014

“The main function of the Prosecutor’s Office of the Russian Federation is supervision
for compliance with Russian legislation
throughout the country."

(Federal Law "On the Prosecutor's Office of the Russian Federation")

A good and long tradition has developed in the Prosecutor General's Office. Most indictments in high-profile cases are usually signed by Deputy Prosecutor General of Russia Vladimir Malinovsky. This is the Navalny case, and the case of the failed attempt on Putin, and the accusation of the ex-head of the information department of the Ministry of Internal Affairs Aksenov, and many others, including the criminal case of your obedient servant, which ended in a full acquittal by the jury. Also, Mr. Malinovsky was noted for the stubborn and regular closure of cases against the "protective prosecutors" of the Moscow region. That is, Vladimir Vladimirovich has become, in practice, the main face of the rule of law. Almost the conscience of the nation, it turns out. And then such a story happened.

Last Sunday, December 29, traffic police officers detained a 34-year-old employee of the Perovskaya interdistrict prosecutor's office in Moscow in the Moscow region. It happened after the prosecutor's character got into a minor accident on his Toyota Land Cruiser jeep, and then made a brawl and smashed his opponent's VAZ-2109 car. As it turned out, the prosecutor was absolutely drunk. And besides, the drunken law enforcement officer also turned out to be the son of the Deputy Prosecutor General of Russia, Vladimir Malinovsky. And his name is Evgeny Vladimirovich Malinovsky.

Law enforcement agencies reported that the accident involving the son of the Deputy Prosecutor General of the Russian Federation occurred on Sunday near the village of Anosino, Istrinsky district. “On the road, a VAZ-2109 car driven by a citizen of Uzbekistan collided with a Toyota Land Cruiser driven by Yevgeny Malinovsky. After the accident, Malinovsky, who was intoxicated, got out of the car and broke all the windows of the VAZ. Further, when he saw the traffic police officers who came to the rescue, he fled, but they caught up with him.

The result of major exploits of Malinovsky Jr.

Employees of the Istra prosecutor's office took Malinovsky from the scene of the accident. Quiet and very efficient. Of course, no one dared to arrest the enraged son of a high-ranking minister of law.

However, given the tense relationship between the Prosecutor General's Office and the Investigative Committee, it is possible that the material will still be sent for pre-investigation verification to the Investigation Department of the Istra Department of Internal Affairs. And then a criminal case may be opened against the son of the Deputy Prosecutor General of Russia under Article 167 of the Criminal Code (“Intentional destruction of another's property”), which provides for up to two years in prison.

Deputy Prosecutor General of the Russian Federation V.V. Malinovsky. The Pope and the face of Russian legality.

And now three almost rhetorical questions to the Deputy Prosecutor General of the Russian Federation Vladimir Malinovsky:

First, who will sign the indictment against your son, citizen Malinovsky? It is interesting to know the name and position of this kamikaze.

Secondly, where did Yevgeny Vladimirovich Malinovsky, a modest servant of the district prosecutor's office, get a luxurious Toyota Land Cruiser jeep? By myself simple calculation, Your son, in order to buy such a car for a salary, you have to work for five years and at the same time eat and drink nothing. It happens?

The price of such a major Land Cruiser starts from 3.5 million and more

And thirdly. What will happen to the Uzbek who suffered at the hands of your drunken son? Will they make him a drug dealer? Will they be sent home? Will they accuse him of being drunk, running into Malinovsky Jr.'s Land Cruiser and breaking the windows in his car? Just out of spite and at the same time to take revenge on the Deputy Prosecutor General, who staunchly guards the rule of law.
