1. General instructions

1.1. Real state elemental estimated norms (GESN) are designed to determine the need for resources (labor costs of workers, construction machines, materials) when performing a full range of basic, auxiliary and related works necessary for installing the main types of floors and drawing up cost estimates (estimates) using the resource method. GESN are the initial standards for the development of unit rates, individual and aggregated rates (prices).

1.2. GESN reflect industry average operating costs construction machines and mechanisms, technology and organization by type of construction work. GESN are obligatory for application by all enterprises and organizations, regardless of their affiliation and form of ownership, carrying out capital construction with the involvement of funds from the state budget of all levels and target extra-budgetary funds.

For construction projects financed at the expense of own funds of enterprises, organizations and individuals, GESN are recommendatory.

1.3. When installing chemically resistant floor coverings for rooms with aggressive environments, as well as when installing coatings and insulating trays and channels, you should use the norms of the collection GESN-2001-13 "Protection building structures and equipment against corrosion.

1.4. When installing screeds ( tab. 01-011 norms 1, 3, 5) to take into account the aggression of soil to concrete, the following resources should be added:

To the labor costs of workers - 1.09 man-hours;

For the operation of machines - bitumen boiler (code 121011) - 1.09 machine-hours;

To materials - bituminous mastic (code 101-0594) - 0.134 t.

1.5. When cutting vegetable soil, use the norms of the collection GESN-2001-1"Excavation".

1.6. Norms 2-8 tables 01-002 and norms tab. 01-003 are applied both for the device of underlying layers, and for the device of coverings.

1.7. When constructing a concrete underlayment with concrete-laying machines, in accordance with the rules for constructing cement-concrete road surfaces, the norms of the collection GESN-2001-27 "Motorways" should be used.

1.8. Rules 7 and 8 tab. 01-015 may be used only if there are instructions in the project.

1.9. Norms 1, 2 and 4 tab. 01-036 and norms 1-4 tab. 01-037 provide for the laying of linoleum, relin and carpets of plain (without a pattern) and color (with a pattern) that do not require adjustment of the pattern at the joints. When laying linoleum, relin and carpets with a pattern that requires adjustment of the pattern at the joints, it is necessary to apply the coefficients of clause 3.3 of this technical part.

1.10. The norms for the installation of coatings do not take into account the cost of installing skirting boards, which should be taken additionally according to the relevant norms of the collection, depending on design decisions.

1.11. The “up to” size listed in this collection includes this size.

2. Rules for calculating the scope of work

2.1. The volume of the underlying layer (preparation) for floors should be calculated minus the space occupied by stoves, columns, protruding foundations and similar elements.

2.2. The scope of work on the installation of floor coverings should be taken according to the area between the inner edges of walls or partitions, taking into account the thickness of the finish provided for by the project; coatings in window sills and doorways are also included in the scope of work and are calculated according to design data.

Areas occupied by partitions (except for clean ones), columns, stoves, foundations protruding above floor level, and similar designs are not included in the scope of work.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry provides an objective, comprehensive and timely consideration of applications. Consideration of electronic appeals is free of charge.

4. In accordance with the Federal Law of May 2, 2006 N 59-FZ "On the Procedure for Considering Citizens' Appeals Russian Federation"Electronic appeals are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues that are not within the competence of the Ministry of Construction of Russia is sent within seven days from on the day of registration with the relevant body or official, whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. An electronic appeal is not considered when:
- the absence of the name and surname of the applicant;
- indication of an incomplete or inaccurate postal address;
- the presence in the text of obscene or offensive language;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already received a written answer on the merits in connection with previously sent appeals.

6. The response to the applicant of the appeal is sent to the postal address specified when filling out the form.

7. When considering an appeal, it is not allowed to disclose the information contained in the appeal, as well as information relating to the private life of a citizen, without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of Russian legislation on personal data.

8. Appeals received through the site are summarized and submitted to the leadership of the Ministry for information. The answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"
